Recently, Russian fur association held an organization in Moscow "Eurasian economic alliance against illegal smuggling fur international BBS", the main issue of this BBS is to discuss the new rules which will come into effect on April 1, 2016 All the fur get into Russian market will use electronic identity, to combat smuggling and other illegal problem of fur products. 

1.Background of using the electronic identity

At the moment , 80% of the leather products come from smuggling import. For controlling smuggling illegal goods, January 23, 2015, the Russian President Pujing signed a decree against illegal smuggling. According to the law, the Russian government organisation established the branch to resist the import and distribution of illegally imported goods. On fur products, the implementation of electronic identification were intended to control gray fur products in the market circulation. 

2. The basis of using the electronic identity

On April 1, 2016 , Russian fur electronic identification system estimate  United States, Italy, Britain. Moreover, on May 28, 2015, the board of directors of the economic commission for Europe and Asia signed a decree, agreed to implement electronic identification on the fur. 

3. the process of using the electronic identity

Fur products importer in Russia have to register in the specific agencies.About 50 to 100 roubles each electronic identity. Fur importer send electronic identity to exporters.Exporters sew the labels inside the fur. Russian customs will inspect on fur products, there are electronic identity will be normal customs clearance. 

4.Supervision of the electronic label 

After entering the Russian market of fur products, national tax police will spot check, for no capes fur the confiscation of electronic identification, and even forced to shut down its stores in Russia. At the same time, the Russian customers will also through the mobile phone software, scanning. Find related issues, can report to the relevant authorities.
